Obiel is the Manager for Community Education and Testing in the HIV/AIDS & STD Program for Contra Costa Public Health. In this work, Obiel also manages the Data-to-Care risk reduction interventions that aim to reduce repeat STD/HIV cases among HIV- individuals and coinfections among HIV+ individuals living in Contra Costa County. Obiel holds a Bachelors Degree in Psychology/Social Welfare from UC Berkeley and a Master of Public Health in Behavioral Sciences and Health Education from UCLA.
